They were so overwhelmed with residency applications back then that it took until early 2015 for me to finally receive permanent residency. Which entitles me to come and go as I please; I just have to return every three years to renew (every ten years if I now go ahead, apply for and receive citizenship, which should be simple now I've been here this long). How many countries anywhere allow someone just off a plane to look for and immediately start working legally? Uruguay does; in fact, Uruguay now provides the temporary cedula for those who want residency within a week or two of arrival. And while the process was certainly bureaucratic and a bit chaotic at times, wonder of wonders, they don't treat applicants like criminals. They're happy people have chosen to come here and want to live here. And in the process, they put most of the so-called First World entirely to shame.
