The problem is a combo of the shit weather and the poor road conditions (drivers attitudes, danger, infrastructure). Look how popular cycling is in London.

But Edinburgh has got some hills.
It requires a level of fitness you just don't seem to need in other places. Youre right about the motorists but it is an absolute struggle cycling most places here as well.
