It's reckless to encourage people to get into debt for a small dopamine hit, but let's not pretend it's a scam to try and trick people into gouging people out of their hard earned cash. If they're daft enough to abuse it, that's their fault.

It's almost as if they make it easy for most folk to use their service without incurring onerous interest in order to lure in vulnerable people. But that can't be it, because that's very obviously a scam. And it didn't happen to you, so it's definitely not a scam.
